VIC:Man pleads for return of father's ashes

A man who had his father's ashes stolen in a daylight home invasion is urging the burglars
to respect his dad's life and return his remains.

Burglars smashed their way through the backdoor of WARREN and CHRISTA SOMERS' Croydon
home on Sunday morning, while the couple and their three children were shopping.

Among the loot plundered from the home was the mahogany box containing the cremated
remains of Mr SOMERS' father.

SYDNEY, Feb 20 AAP - The world's largest ocean liner the Queen Mary 2 is making her
way out of Sydney Harbour, capping off a brief but historic visit to the harbour city.

The $1 billion grand lady of the sea made her maiden visit to Sydney today, arriving
through the heads at 5.45am (AEDT) before docking at the Garden Island naval base.

It was too tall, at 23 storeys high, to sail under the Harbour Bridge and too long
to berth at the International Terminal at Circular Quay.

At 7pm (AEDT), the liner was joined by her smaller sister …

MELBOURNE, April 20 AAP - An apprentice painter got a harsh reality check when he was
jailed for blowing a chewing gum bubble in court.

But it's the magistrate's turn to feel deflated after his decision to lock up the bubble
gum-blowing defendant was quashed.

Mirza Zukanovic, 20, raised the ire of Magistrate Rodney Crisp when he blew the bubble
during a hearing at the Moorabbin Magistrates Court in June 2010.

Mr Crisp, who said Mr Zukanovic blew a very large bubble and popped it while looking
in his direction, promptly sentenced the offender to one month's jail for contempt.

Mr Zukanovic was thrown into the cells and spent 12 hours in custody before the Victorian
Supreme Court granted him bail following an appeal by his lawyers.

On Wednesday, a judge burst the magistrate's bubble when he quashed the conviction,
saying Mr Zukanovic was denied a fair hearing.

Justice Jack Forrest said Mr Crisp did not allow Mr Zukanovic to seek legal advice,
plead guilty or not guilty, or argue his case.

"Mr Zukanovic was not given the opportunity to put his side of the case and was therefore
denied a fair hearing," Justice Forrest said.

"The magistrate's decision will be quashed."

Justice Forrest said the Supreme Court did not condone acts of contempt but "firmness
must be accompanied by fairness".

The SIP Forum announced Federal Communications Commission (FCC) Chief Technologist Dr. Douglas Sicker as the keynote speaker for the first annual SIP Network Operators Conference (SIPNOC), being held at the Hyatt Dulles Hotel in Herndon, Virginia from April 25-27.

Aimed at an international audience focused on the operational and technical aspects of service provider networks, SIPNOC will focus on issues critical to the deployment and operation of SIP-based services in carrier networks. The agenda will feature special presentations, panel discussions and workshops covering key topics by network operators related to SIP-based services and infrastructure, including testing, application development, SIP trunking, FoIP, call routing and peering, troubleshooting and monitoring, emergency services and more.
As Chief Technologist for the FCC, Dr. Sicker is responsible for advising the agency on communications technology issues, a position that resides in the Office of Strategic Planning and Policy Analysis. Dr. Sicker is also an associate professor in the Department of Computer Science at the University of Colorado at Boulder with a joint appointment in the Interdisciplinary Telecommunications Program. He previously served on the Omnibus Broadband Initiative working on research and development issues. His other leadership roles include director of global architecture at Level 3 Communications, and chief of the network technology division at FCC.

Dr. Sicker has chaired and served on the program committees of numerous technical conferences, including IEEE, DySPAN, ISART and TPRC. He has also had research funded through the NSF, DARPA, the Internet Society and the Federal Aviation Administration.

The SIP Forum is an IP communications industry association that engages in numerous activities that promote and advance SIP-based technology, such as the development of industry recommendations, the SIPit interoperability and testing events, special interoperability workshops, educational seminars, and general promotion of SIP in the industry.

QLD:LNP leads in the seat of Brisbane

BRISBANE, Aug 23 AAP - The seat of Brisbane remains Queensland's only undecided electorate
in the federal election.

The Liberal National Party's Teresa Gambaro was leading Labor incumbent Arch Bevis
by 858 votes on Monday morning.

On Sunday, Mr Bevis would not concede defeat, instead pinning his hopes on postal and
absentee votes still to be counted.

The member for Brisbane has held the seat since 1990.

The Australian Electoral Commission shows Arch Bevis with 49.32 per cent of the vote
(30,966) and Teresa Gambaro with 50.68 per cent of the vote (31,824).

Comment is being sought from both candidates.

Qld: Sailors face $75,000 fines for illegal reef route

CAIRNS, April 15 AAP - Prosecutors have called for the master and two officers of a
bulk carrier that allegedly sailed into restricted waters of the Great Barrier Reef to
face fines of $75,000 each.

Gang Chun Han, 63, the South Korean master of the Panama-flagged MV Mimosa and two
officers Tran Tan Thanh, 32, and Nguyen Van Sang, 26, both from Vietnam, were charged
last weekend with breaching the Great Barrier Reef Marine Park Act.

They have pleaded guilty and will face sentencing in Townsville Magistrates Court on Friday.

The court heard on Thursday the bulk carrier entered the Great Barrier Reef Marine
Park on April 4 via an unidentified shipping route at Flinders Passage, off the north
Queensland coast.

The offence occurred just a day after the Shen Neng 1 crashed into Douglas Shoal off
the central Queensland Coast, damaging the reef and leaking fuel.

Commonwealth prosecutor Aaron Guilfoyle told the court the men took the illegal route
to save time and fuel costs.

He argued a fine of $75,000 should be imposed on each of the men.

However, defence solicitor Gavin Hansen said there was no deliberate intention to flout
the law and the protected green zones were not shown on the ship's navigation charts.

Acting Magistrate Scott Luxton adjourned the matter for sentencing until 11am (AEST) on Friday.

Experts say pregnant women should rethink their use of insect repellent .. after a
study found a link to an increasingly common birth defect.

European researchers have found an association between mums who used the repellent
in the earliest phase of their pregnancy .. and an increased rate of a condition called
hypospadia in male children.

This is where the opening of the penis is in the wrong place .. usually back from the
tip and on the underside .. and it often requires corrective surgery.

The condition affects one to two boys in every 500 births.

NSW: Man charged with a series of sex offences

SYDNEY, April 24 AAP - A man has been charged with a series of sex offences after police
arrested him at a Blue Mountains train station.

The 32-year-old allegedly indecently assaulted a 22-year-old man on board a westbound
train near Bullaburra about 8.30pm (AEST) on Wednesday.

Police arrested the man at Leura train station after carrying out patrols and charged
with indecent assault.

He has also been charged with six other counts of indecent assault relating to two
incidents earlier this year. He is alleged to have assaulted a 17-year-old man on January
2 and indecently assaulted a 14-year-old girl on March 24, police said.

He has been refused bail to appear at Lithgow Local Court on Friday.

The nation's quarantine inspection service appears certain to be abolished .. as it
pays the penalty for failing to prevent the costly equine influenza outbreak.

A new national biosecurity authority .. which effectively replaces the Australian Quarantine
and Inspection Service .. is one of 84 recommendations made by a review panel .. and accepted
by the federal government.

The review's report has been welcomed by the horse racing industry .. farmers and vets.

The findings have been made public a week before Australia regains its international
EI-free status .. 12 months since the last notification of the disease.

The review recommends a new biosecurity system be set up at a cost of 260 million dollars
per year .. to combat the growing threat of globalisation .. climate change and the potential
for agri-terrorism.

Fed: Govt puts Brighton Aged Care on notice

CANBERRA, Aug 13 AAP - An Adelaide aged care home has been put on notice by the federal
government after an audit raised concerns about resident neglect.

A government official was sent to Brighton Aged Care on Monday night after the Aged
Care Standards and Accreditation Agency raised the alarm.

The agency found the 71-bed home was not complying with 14 of 44 basic accreditation
standards, including the health, personal care and lifestyle of residents.

Federal Minister for Ageing Justine Elliot warned the government would take prompt
action if the home failed to lift its standards.

"The care and welfare of residents is our primary concern," Mrs Elliot said in a statement.

"If facilities are found to be non-compliant action will be taken."

The facility had been given two weeks to improve standards or face sanctions.

Ms Elliot said the agency and department would work together to closely monitor the situation.

CANBERRA, April 4 AAP - Brendan Nelson has six guitars, wants Led Zeppelin to tour
Australia and feels some sympathy for the banks.

Malcolm Turnbull catches buses, comes from a broken home and has a field marshal's
baton in his metaphorical knapsack.

And Kevin Rudd's happy to hear that Stockholm's Chinese restaurant scene has improved
since the early 1980s.

It's amazing what you can learn in a week of tours by federal leaders.

Rudd is hitting his stride on his first major overseas foray since becoming prime minister
last November, entering the European leg of his three-continent tour.

He's met the US, French and European Union presidents, all three US presidential candidates,
an astronaut, an Oscar-winning actor and an award-winning mathematician.

Talks have ranged from the US sub-prime crisis to the war against terrorism in Afghanistan
- and even the standard of Chinese food in Sweden, where he was first posted as a young
diplomat more than 25 years ago.

The tour is fast-paced, gruelling and extremely top-level.

At the other end of the spectrum, Nelson has made good on the promise he made when
he beat Turnbull by two votes to the Liberal leadership last year - to tour the country,
one service station at a time.

He's calling it a "listening tour", complete with an internet diary and seemingly endless
radio appearances.

He's admitted to having four Fender guitars, one acoustic and one more electric guitar.

He's a fan of the Rolling Stones, wants Rudd to use next week's visit to London to
ask Led Zeppelin to tour, and says he didn't feel it when his wife removed his diamond
stud earring in his sleep because it had been a "relaxing" night.

Despite a preferred prime minister rating of just 10 per cent and the looming spectre
of Turnbull's leadership aspirations, Nelson says he's confident he will lead the Liberals
to the 2010 election.

And in a bold move, he's expressed sympathy for the banks for having to foreclose on
families no longer able to afford their home or business loans.

"Anyone that suggests that it's not equally a significant experience for those who
are the lenders misunderstands the nature of what you do and how many of you do it," Nelson
says.

It's not a popular view at a time when rising interest rates and spiralling cost-of-living
pressures are sending families to the wall.

Mortgage rates are at a 12-year high, housing affordability is at its lowest rate in
33 years and repossessions in Victoria alone have tripled during the past four years.

Nelson was no doubt thinking of the finance workers under pressure to meet targets
for new loans and the bailiffs who must evict defaulting families from their homes when
he made his comments.

But backing the banks is a risky move for the man who has changed his title from "opposition
leader" to "alternative prime minister", particularly as the alternative opposition leader
is never far behind.

Nelson spent Tuesday in Brisbane. Turnbull was there on Thursday, touting his own credentials
as a listener and at the same time - perhaps accidentally - undermining the importance
of Nelson's tour.

"It is just a fundamental part of the business. Listening is to politicians what cooking
is to a chef - it's the job," Turnbull told a Brisbane radio station.

His leadership aspirations were on display when Turnbull likened parliamentarians to
army privates.

"Every private, if you like, that enlists in parliament has a field marshal's baton
in their knapsack. Ultimately, how far you rise and what you do depends very much on the
circumstances of the time and the support of your colleagues and the support of the community,
naturally," he said.

"So I think the answer is: my ambition is to serve Australia and my constituents in
the parliament to the best of my ability. Where that leads me, time will tell."

And he used the same interview to talk about his childhood.

Rudd spoke a lot about his childhood experiences, particularly the hardships his family
went through after his father died when Rudd was 11, in the year he spent introducing
himself to voters as opposition leader.

Nelson has often cited his memories of his father pointing to houses in Tasmania and
urging him to work hard for a better life.

Turnbull, battling his image as a multi-millionaire investment banker, also drew on
childhood hardships.

His mother left when he was nine, leaving his father to bring him up alone.

"By and large, mothers don't leave their children," Turnbull said as he praised his
father for never criticising his mother.

It seems a difficult childhood - and a willingness to talk about it openly - is becoming
a necessity for a political leader, particularly if they represent a generally well-heeled
electorate.

A teenage joyrider has died when the car he was driving struck a pole in western Victoria.

Police say the 15-year-old boy lost control of the car .. which struck a power pole
on the Colac-Ballarat Road at Beeac .. near Colac .. 150 kilometres south-west of Melbourne
.. shortly after midnight (AEST).

The boy .. who was from Beeac .. died at the scene.

He was the sole occupant of the car.

Multiplex is refusing to sign a state-based agreement with construction unions for
a 150 million dollar project in Sydney.

The construction company is concerned if it commits to the project it would no longer
be eligible for major federal government work.

The Financial Review says the federal government is pushing to use its purchasing power
to force industrial change in the construction industry by requiring builders .. wanting
to bid for commonwealth-funded work .. to sign agreements that comply with the national
construction code.

The row has angered the New South Wales government and construction unions and has
also led to the state's Industrial Relations Commission warning the dispute could undermine
the state's future prosperity and erode good industrial relations.





Multiplex is currently facing delays in the building of Wembley Stadium in London.

CANBERRA, Dec 1 AAP - Quinine could cause a serious blood disorder if used to treat
muscle cramps, health professionals warned today.

The bitter alkaloid, traditionally used as a treatment for malaria, was recently deleted
from the Pharmaceutical Benefits Scheme (PBS) as a medication for muscle cramp.

An independent review by the National Prescribing Service (NPS) has now found the potential
risks associated with quinine far outweigh the benefits for cramps, NPS new drugs chairman
Dr Peter Roush said.

"Evidence shows quinine only slightly reduces muscle cramp and does not reduce the
duration of the cramp," Dr Roush said in a statement.

"Yet it can cause a rare but severe form of an unpredictable and potentially fatal
condition known as thrombocytopenia.

"Patients with this condition have a low number of platelets, which can cause easy
bruising and bleeding."

GPs and pharmacists should instead advise those with cramps to try massage, passive
stretching and other methods of easing muscle cramp, Dr Roush said.

Quinine remains listed on the PBS as a treatment for malaria.

"The benefits of quinine in treating this serious disease still outweigh the risk of
harm to these patients," the NPS said.
